addition to the grant of the land specified, the Government

should give financial assistance of a somewhat exceptional

nature. The buildings are estimated to cost a sum of about $200,000, of which a sum of about $120,000 will be required for the school premises and the remainder for the boarding house and staff quarters. The school on Inland Lot 1096 is a Grant School, while St. Stephen's Girls' School is one

of the four schools which, when the Education Ordinance was passed, were specially removed from the control of the Director of Education. It is proposed that the new school shall be a grant school, and under clause 50 of the Grant Code of which a copy is enclosed, a grant not exceeding one half of the actual cost may be made to build a new school. In previous cases clause 50 has been taken to limit the actual cost of a school to the cost of that part of the school buildings to be used strictly for a day school. amount required for this purpose is, as stated above, about $120,000, and I recommend that a grant not exceeding half

6. The Church Missionary Society has a sum of about $30,000 available for building the new school, and proposes to make an appeal for further funds. I consider, however, that having regard to the fact that the Government by resuming the Remaining Portion of Inland Lot 1096 held under a 999 year lease has made it necessary for the Society to obtain land elsewhere under a shorter lease with restrict -ed tenure, and that it is most desirable that the new school should be completed as soon as possible, it would not be out of place for the Government to make a loan of $60,000 without interest to be repaid by ten annual instalments of 86,000, beginning on the 31st. December, 1921.

7. At the time the Government announced its intention of resuming the Remaining Portion of Lot 1096, the Church Missionary Society was preparing to enlarge the buildings standing on that land. Plans had been prepared
